This case also reflects the general caution at the institutional level about exposure to encryption risks. Russian Bank has proposed setting a 1% cap on crypto risk capital, reflecting a similar trend of regulatory tightening overseas. This suggests that scrutiny of how banks interact with digital assets is not limited to the United States. Any court ruling that limits the OCC's discretion in this area will have a direct impact on the evaluation of the next wave of crypto banking applications across the United States. The final outcome may determine whether cryptocurrency trust licenses remain an effective path to federal bank access, or will face stricter restrictions in the future.
