Block applies to establish Builders Bank, focusing on digital asset custody
Financial technology giant Block (founded by Jack Dorsey and Jim McKelvey) has applied to the Office of the Comptroller of the Currency (OCC) to establish a company called "Builders Bank & Trust, N.A." The new bank. The bank will focus on custody and trusteeship services for digital assets rather than traditional day-to-day banking.
Builders Bank's business scope
If approved, Builders Bank will operate as a national trust bank, mainly providing custody and fiduciary services for digital assets such as Bitcoin and stablecoins. The so-called custody means holding and ensuring the security of these digital assets on behalf of customers.
It is worth noting that Builders Bank will be defined as a non-deposit institution. This means that:
- will not accept customer deposits;
- will not provide accounts insured by the Federal Deposit Insurance Corporation (FDIC); and
- business is strictly limited to custody, fiduciary duties, and other trust-related activities permitted by the charter.
This positioning distinguishes it significantly from traditional commercial banks and is intended to provide professional services to businesses or individuals who want to store cryptocurrencies in a regulated environment.
Leadership and Strategic Advantages
If the application is approved, Lee Woolley is expected to become CEO of Builders Bank. Woolley currently serves as Block's head of digital asset strategy and has more than two decades of experience in banking and financial services. Block believes that its background is highly consistent with the new bank's strategic goals.
Woolley pointed out that Block's deep accumulation in the field of digital assets and its experience in compliance financial operations through Square Financial Services will lay a solid foundation for Builders Bank. The move also aims to support Block's broader strategic layout in the digital asset field.
Strategic significance of national concession licenses
Obtaining a national concession license will allow Block to comply with a unified set of federal standards without having to deal with scattered and complex regulatory rules in various states. This will simplify the compliance process and help Block expand its custody services under a single regulatory agency, better supporting its long-term digital asset development plans.
Currently, Block has practical experience in regulated financial businesses. Square Financial Services provides it with access to banking rules and regulatory oversight, and Bitcoin remains a core component of the company's crypto strategy. In addition, stablecoins are receiving widespread attention from the financial industry due to their potential as payment and settlement tools on blockchain networks.
Approval Progress
The application is now submitted to the OCC pending review. Regulators will assess whether Builders Bank meets the requirements of the National Trust Bank license. As of now, the OCC has not announced a specific decision-making timetable. This application marks the latest step in Block's move towards regulated digital asset services, and final approval still needs to await the OCC's decision.
