美国参议院拒绝了一项聚焦加密货币的立法——《CLARITY法案》（Clarifying the Ambiguity Regarding Digital Assets and Tokens Act），尽管该法案此前已获众议院通过。这一结果再次打击了行业对建立稳定监管框架的希望，使比特币市场重新陷入政策不确定性的泥潭。

为何挫折延长了监管不确定性
Failure of legislation is often not the end. When a major encryption bill is blocked in the Senate, the industry will enter a transition period where existing guidelines, enforcement actions, and competing agency propositions will continue to dominate the market by default.
The House Financial Services Committee has pushed the bill as necessary to address overlapping powers among regulators, pointing out that current "patchwork" regulations create high compliance costs and hinder agency participation. Today, this argument needs to be resurfaced in a new legislative cycle.
This is not the first time the bill has stalled. When the Senate failed to advance the CLARITY bill, the sponsors faced a skeptical coalition of lawmakers who argued that the bill gave a regulatory agency too much power. The same line of disagreement likely led to this latest veto.
What should investors focus on next
Regulatory uncertainty does not necessarily lead to price fluctuations, but it does shape the environment in which institutional capital makes decisions. Custody providers, ETF issuers and trading desks all operate under legal frameworks that the CLARITY Act would have strengthened.
The key question now is: Will the sponsors try to amend the bill, or will the focus of the debate shift to filling the gaps through rule-making? Either path takes time.
Bitcoin was already under pressure before the Senate showdown, and this time the results only continued the pressure rather than resolved it.
