Key provisions of legislation
This proposed law would establish strategic bitcoin reserves and digital asset inventories at the Treasury Department. These agencies will manage digital currencies obtained through criminal and civil asset forfeiture processes.
This measure imposes a mandatory 20-year holding period for bitcoins held in the Federal Reserve. This long-term commitment represents an unprecedented period of time for which the government holds assets.
According to Arkham Intelligence data, federal authorities currently control approximately 324,527 bitcoins worth approximately US$24.7 billion.
Other requirements require all federal agencies to fully report on their digital asset portfolios. Accountability mechanisms include quarterly reserve certification documents and independent third-party verification audits.
Theproposal also calls for studying fiscal neutral ways to expand reserves without increasing the burden on U.S. taxpayers. States will be authorized to deposit their Bitcoin holdings in the Federal Reserve system.
