XRP's US$1.25 support level has become an important turning point for the market. Ahead of the Senate vote, the whales are evaluating potential buying opportunities. Currently, the price of XRP fluctuates between $1.40 and $1.45, after experiencing a rally in August from $1.00 to about $1.70.
However, prices have entered a consolidation phase as traders assess whether the rebound can support another round of sharp gains. Technical indicators show that $1.25 is at the center of XRP's current technical structure and its possible pullback path. This level combines the middle track of the weekly Bollinger Band with a 0.5 Fibonacci retracement level of the August price increase. Therefore, a move towards $1.25 may only represent a normal cooling of the market rather than a rupture of the recovery.
If buyers can defend at this level, it will help maintain a broader bullish structure and create another accumulation opportunity for large investors. However, if prices continue to trade below $1.25, it could weaken market confidence and expose XRP to lower support areas.
On-chain data reveals giant whale demand and exchange dynamics
During the August period when XRP climbed from $1.00 and tested $1.70 resistance, large holders showed significant demand. Chain data shows that wallets holding between 1 million and 10 million XRPs have increased their holdings by approximately 642 million tokens during the rebound period. This activity suggests that the giant whale views the initial rise as an opportunity to build a position in preparation for possible further expansion. Still, these positions do not guarantee additional buying behavior, as the whale's strategy will change with market conditions.
According to CryptoQuant data, around recent local price highs, Binhang's XRP reserves reached 2.6245 billion units. A rise in exchange reserves usually indicates that investors are moving assets into trading platforms for potential sales or profit-taking. As a result, the increase in Binance supply may explain some of the selling pressure around $1.45, a result of traders locking in profits during the August rally. Giant whales may use the resulting correction to place more orders near $1.25, although available data cannot confirm their intentions.
In addition, despite recent temporary growth near local XRP highs, long-term trends in Binance reserves suggest exchange supply is declining. The platform's XRP holdings in November last year were approximately 3.1 billion, while recent records show approximately 2.6 billion. During this period, approximately 500 million XRPs left Binance, reducing the supply of tokens immediately available through exchanges. It is worth noting that the decline in reserves may reflect funds being withdrawn into accounts on private wallets, institutional custody platforms or other exchanges.

Regulatory developments may also affect the direction of XRP. The Senate is scheduled to vote on a procedural vote on the CLARITY Act on September 15. The vote requires 60 senators to support cloture before lawmakers can begin formal debate on the proposal. Legislators designed the measure to classify digital assets and divide regulatory responsibilities between the U.S. Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC). However, procedural approval does not complete the legislative process and does not guarantee eventual passage into federal law.
A successful vote could strengthen expectations for clearer cryptocurrency rules and potentially support a wider range of institutional investors to participate in the digital asset market. Conversely, a failed vote or another delay could weaken speculative confidence and increase pressure on support levels near XRP.
