Coinbase CEO once again supports the CLARITY bill, calling for a Senate vote on September 15
Coinbase CEO Brian Armstrong again publicly supported the bill ahead of the Senate vote on the CLARITY bill on September 15. He believes the bill will provide a clearer regulatory framework for the U.S. crypto market and help attract institutional capital and tokenized assets to the United States.
Armstrong explains reasons for support
On September 10, Armstrong said on CNBC's "Squawk Box Asia" program that the CLARITY bill was "ready to receive a yes vote." He revealed that in their communications with senators, they supported the bill.
"Law enforcement agencies now support the bill, many banks have expressed support, and cryptocurrency companies have also supported it." He said, noting that Republicans and Democrats have provided hundreds of pages of feedback.
The Coinbase head also mentioned that the company had previously raised concerns about the bill, but now believes that key issues deemed non-negotiable have been resolved. "All necessary changes we proposed last time have now been resolved." He said.
According to earlier reports, Senate Majority Leader John Thune submitted a cloture motion before members adjourned and set the procedural vote date for September 15. The bill requires 60 votes to pass, which means Republicans must gain the support of at least seven Democrats or independent lawmakers to push the bill into implementation.
Political negotiations also include ethics provisions covering digital asset holdings and projects related to congress-related, including those of President Donald Trump. Armstrong described the ethics provisions in the White House proposal as "very strict," while Democrats sought more measures, such as mandatory selling of assets. He added that discussions appeared to be close to a solution, calling it one of the last key parts to be settled.
The crypto industry executive also linked regulatory clarity to institutional adoption. He cited the GENIUS bill as an example and pointed out that within three months after the bill was passed, more than 150 large companies integrated stablecoins. In his view, the CLARITY Act could provide institutional investors with a regulatory "checklist" to help introduce tokenized stocks and perpetual contracts into the United States.
According to Armstrong, even if the bill fails to pass, alternatives are quietly taking shape-led by the SEC (Securities and Exchange Commission) and the CFTC (Commodity Futures Trading Commission). Last month, he predicted that regulatory clarity would be achieved through congressional action or regulatory agency rules. Previously, CFTC Chairman Michael Selig had said that if Congress reached a deadlock, the agency could use its existing powers to establish a crypto trading framework.
Therefore, Armstrong views September 15 as a decision-making point rather than the only path to new rules.
Bitcoin expected to reach US$400,000 by 2030
He also linked the regulatory debate to the broader financial environment, arguing that excessive government spending could prompt investors to turn to Bitcoin,"almost like gold." In addition, he pointed out that regulated stablecoins would become structural buyers of U.S. government debt, increasing demand for Treasurys and potentially helping lower interest rates.
Regarding Bitcoin itself, Armstrong insists that the goal of reaching $400,000 by 2030 is still reasonable. He believes that Bitcoin's year-long decline may have bottomed out, and the next halving event is about a year and a half away, and previous market gains often occur on the eve of these events.
"I think the next year or two will be a good period for Bitcoin." He concluded.
