XRP News: The truth about David Schwartz, the CLARITY Act, and the latest XRPL update

XRP is once again the focus of multiple major announcements circulating on social media. These claims range from David Schwartz's prediction that XRP may eventually overtake Bitcoin to speculation surrounding the CLARITY Act, the new XRP Ledger feature, and the development of another so-called ETF. However, some of the most sensational versions go far beyond the basis of facts.

XRP community member MRC ̧ ULIM ̧ M refuted several of the statements, arguing that legal developments were being confused with speculation or being presented without significant background.

There are indeed some real developments worthy of attention. David Schwartz did say that XRP could eventually surpass Bitcoin in market value. Ripple announced a significant expansion of its treasury platform. An XRPL amendment is close to possible activation, and the CLARITY bill is about to usher in important Senate proceedings. However, these developments do not mean that XRP has suddenly achieved a valuation target of $640 trillion, nor do they mean that the CLARITY Act will become law on September 15, nor do they mean that all expected XRPL features will be launched soon.


David Schwartz did say that XRP may overtake Bitcoin

One of the biggest stories involved Ripple veteran and XRP Ledger architect David Schwartz. During the September 9 X Spaces discussion, Schwartz was asked if he thought XRP might eventually surpass Bitcoin in market value. His answer was yes.

However, his reasoning is much more nuanced than some viral posts suggest. Schwartz's view is that XRP overtook Bitcoin more likely because XRP appreciated faster in an expanding digital asset market than because Bitcoin collapsed. This is in stark contrast to Ripple's official forecast that XRP will reach a huge valuation.

In addition, Schwartz is not the CEO of Ripple. He previously served as the company's chief technology officer (CTO) and is now honorary chief technology officer. More importantly, this comment represents his personal opinion, not Ripple's official forecast of XRP prices. The review did not include any US$640 trillion XRP market value target, specific XRP price target or timetable.

David Schwartz only gave one sentence, but the Internet traveled five miles to interpret it. When asked if he thought $XRP might eventually surpass Bitcoin in market value, he said "yes." This part is true. The statement that "Ripple CEO confirms a $640 trillion target" is sheer nonsense.

This difference is important because theoretically saying that XRP may one day overtake Bitcoin is completely different from predicting when and at what valuation this will occur.


The CLARITY vote on September 15 was not the final pass

CLARITY bill was another area where expectations were made to be ahead of the legislative process.

There is indeed an important event scheduled for September 15. The official Senate calendar states that there is a report on H.R. The motion to limit debate under the 3633 Digital Asset Market Clarity Act will take effect at 2:15 p.m. ET on Tuesday. But this is only a limited debate on the motion to continue deliberation. Simply put, senators are dealing with a procedural hurdle of whether to continue considering the legislation. This is not a final vote in the Senate, and even if this procedural hurdle is overcome, the bill will not automatically become law.

This does not mean that XRP will suddenly receive a new legal classification at 2:15 pm on September 15. For XRP holders, this process is indeed worthy of attention, as broader legislation on the structure of U.S. digital asset markets could ultimately have a significant impact on the industry. But September 15 should be seen as the next legislative checkpoint, not a regulatory breakthrough for XRP guaranteed.


Ripple's new treasury announcement is true

While rumors were rampant, Ripple did make a major announcement on September 10. The company announced an expansion of GSmart's capabilities, an AI capability integrated into Ripple Treasury. The new functions cover areas such as forecasting, liquidity, risk, reconciliation and reporting, and include built-in manual approval and governance control mechanisms.

Ripple said GSmart is already used in corporate customer groups. According to the company, 60% of eligible customers have enabled its Risk Insights feature and 44% use Predictive Insights. This is a true extension of Ripple's corporate treasury business. But it is not a new XRP Ledger amendment, nor is it evidence that banks suddenly need to buy XRP. This distinction is important when assessing the ultimate significance of the announcement for XRP requirements. The growth of Ripple's enterprise products can expand its presence in the institutional finance space, but the adoption of Ripple's products should not automatically be seen as a direct demand for XRP tokens.


Currently noteworthy XRPL amendments

There is also a real XRP Ledger (XRPL) development that is approaching a critical point. Based on recent validator tracking data, the fixCleanup3_3_0amendment amendment has received support from 31 votes out of 35 trusted validators, with a support rate of approximately 88.6%. If the required support remains the same throughout the two-week period, the earliest activation time is approximately 11:15 UTC on September 11.

The amendment includes fixes involving single asset vaults, loan agreements, automated market makers, licensed DEXs, Checks and fake accounts. XRPL's official documentation lists the amendment separately from its underlying functionality. The last point is crucial: the activation of fixCleanup3_3_0 does not mean that all functions such as loan agreements, single asset vaults, bulk transactions, and confidential transfers are suddenly activated. These are all independent amendments with their own validator votes. Recent tracking data shows that BatchV1_1 received 25/35 votes, SingleAssetVault received 14 votes, LendingProtocol received 11 votes, and ConfidentialTransfer received 9 votes. Owning software code and enabling features on XRP Ledger are two completely different things.


The XRP ETF story is not new

Another circulating story involves the CyberHornet SP 500 and the XRP75/25 Strategy ETF. The product is real, but it is not a new product. Nasdaq announced that the ETF will start trading under the symbol XXX on January 30, 2026. Cyber Hornet's own fund page still lists January 30 as its establishment date. The SEC filing also describes the fund as aiming to have approximately 75% exposure to the S & P 500 and 25% exposure to XRP. Therefore, seeing newer regulatory documents related to XXX should not automatically be interpreted as receiving new approval for another XRP ETF. The product has been traded for months.
