As the Financial Services Committee voted 28 - 21 to advance the bill, the "strategic bitcoin reserve" and the "U.S. digital asset inventory" that covers assets such as XRP are one step closer to reality. This marks the first time that such legislation has made substantial progress at the U.S. Congressional level.
XRP's status in government digital asset inventories
XRP is clearly included in the category of "U.S. digital asset inventories." Previously, when President Donald Trump elaborated on his administration's early crypto reserve proposals, he specifically named XRP and tied it with Solana and Cardano. The administrative order he issued in March 2025 laid the legal foundation, while H.R. Bill 8957 provides a permanent legal basis for these measures.
The bill identifies XRP as a digital asset held by the government, distinguishing it from most other cryptocurrencies that are not officially recognized. This is the first time that XRP has been formally recognized in a vote related to the House digital asset reserve.
Long-term Impact and Market Background
XRP was included in the digital asset inventory, laying a formal institutional foundation for its long-term value, indicating that it has been accepted to a certain extent in the U.S. government policy framework. In addition, protections in the bill prohibit agencies from selling, mortgage or disposing of digital assets, including XRP, during the transition period until they are transferred to the Treasury Department for custody.
Congress recognizes XRP as part of strategic reserves, giving it greater legitimacy among institutional investors and retail market participants. Relevant agencies must report and maintain these assets in accordance with strict transparency rules.
At the same time, traditional financial markets are undergoing transformation, and Wall Street is increasingly exploring Web3 infrastructure. Next steps for the bill
Despite legislative progress, H.R. Bill 8957 has not yet become law. It still needs to be approved by a full vote in the full house and approved by the Senate before it can be submitted to the president for signature. Currently, a timetable for subsequent voting has not yet been determined.
This vote follows the Senate's recent veto of the CLARITY Act, further highlighting the focus on digital asset policy. As legislation moves into the next stage of Congress, whether XRP and other tokens will be included in the formal reserve structure will continue to be closely watched.
