He criticized the Basel Accord's requirements for banks to hold 125% of the capital value of certain crypto assets as being too strict and regarded digital assets as extremely high-risk assets. Siler argued that banks 'custody of customers' crypto assets, lending against crypto assets, and investing in crypto assets with their own funds are completely different activities, and regulatory rules should reflect this difference.
Thaler believes that bank intervention will be the biggest driving force for future growth of cryptocurrencies. He mentioned that there is currently about US$1.6 trillion in Bitcoin in circulation on the market, most of which is not linked to any bank.
In addition, Thaler called on the United States to allow banks, fintech companies and technology platforms to freely compete to issue their respective stablecoins and pay interest. He believes this competition will help spread the use of the dollar to the billions of people around the world who already own smartphones.
Justification of reporting requirements
Finally, Thaler pointed out that reporting requirements (such as mandatory automatic reporting of legal transactions below US$10,000) must have a clear purpose and should be proportional to the actual risk.
