Senate veto of the Clarity Act causes bitcoin to fall and institutional funds to withdraw sharply
On Tuesday, the price of Bitcoin, the world's leading cryptocurrency, fell 3.8% to $75,748 as the U.S. Senate narrowly rejected the Clarity Act by a margin of 49 - 50. The bill needed 60 votes to move forward, but failed to garner enough bipartisan support. At the same time, upward pressure on U.S. bond yields and crude oil prices has also exacerbated the market's downside risks.
Previously, the Clarity Act, which aims to establish a comprehensive regulatory framework for cryptocurrencies and digital assets, successfully passed the Senate Banking Committee in May, but ultimately failed because it failed to meet the required 60-vote threshold. Most Republican lawmakers supported the measure, with only four members, Susan Collins, Josh Hawley, Jerry Moran and Tom Tillis, voting against it, and one member voted absentee.
Wyoming Senator Cynthia Loomis, who led the campaign for Democratic support, stressed that the final version of the bill has incorporated ethical requirements that meet Democratic concerns. After the vote was announced, she expressed disappointment on social media: "Senate Democrats proved they were never really committed to protecting consumers and maintaining American leadership."

富达投资的FBTC产品位居流出榜首，共有2.148亿美元撤出；贝莱德旗下的iShares比特币信托紧随其后，流出量为1.617亿美元。其余流出部分来自Grayscale的GBTC、ARK 21Shares和Bitwise的投资产品。这一显著的资金外流与前一日的1.599亿美元净流入形成了鲜明对比。
行业领袖维持乐观展望
围绕《清晰度法案》的主要争议点包括稳定币收益分红的分类问题，以及证券交易委员会（SEC）与商品期货交易委员会（CFTC）之间监管权力的划分。
尽管该法案未能在参议院通过，但加密行业巨头们并未因此动摇信心。Strategy公司（持有全球最大的企业级比特币储备）在社交媒体上回应称，“比特币在美国拥有多年的法律和监管清晰度”，挑战了立法失败构成重大障碍的观点。
Ripple公司在推文中表示，虽然《清晰度法案》未能推进，但这并不意味着进展受阻。该公司指出，Ripple及其代币XRP在法律基础上立场稳固，且监管机构间的合作正在加强。
