Brazil implements a new delay policy on high-value cryptocurrency transfers
Brazil's central bank announced that it will soon introduce new regulations to delay cryptocurrency transactions exceeding US$10,000 to effectively combat fraud. The measure is planned to be implemented in 2027 and aims to provide compliance teams with up to 24 hours to verify the legality of such transactions.
What does the new regulations include?
Transactions above the $10,000 threshold will be subject to more stringent scrutiny, whether it is a single transfer or the sum of multiple transactions in a single day. This includes money transfers to international virtual asset service providers (VASPs) and transfers to self-managed wallets. It is worth noting that transfers below this limit will not be delayed.
According to the Central Bank of Brazil, the delay is intended to promote a thorough review process, which is critical to identifying fraudulent activity. It also provides financial institutions with the flexibility to extend this period if the transaction requires further investigation under internal risk agreements.
Brazil's central bank admitted: "Digital currencies and stablecoins are increasingly being used by fraudsters due to their ability to quickly transfer funds across borders." This measure is seen as a preventive step to strengthen supervision.
The regulation is part of a larger framework starting in 2023 that requires all Brazilian cryptocurrency exchanges to register with the central bank, marking a step in the country's efforts to strengthen control over the growing crypto sector.
How will this affect cryptographic entities?
Before the new regulations take effect, Brazil's cryptocurrency exchanges and virtual asset service providers need to strengthen their transaction tracking systems. Companies must establish enhanced monitoring mechanisms to identify when customers exceed daily quotas and watch out for attempts to circumvent the new rules.
This comprehensive transaction monitoring approach is expected to provide valuable insights into understanding customer behavior, especially for customers who perform large amounts of high-value transfers in a short period of time, thereby enhancing the detection of suspicious activity.
Transfers of more than US$10,000 to foreign virtual asset service providers and self-managed wallets may face a 24-hour delay. The delay provides time for the compliance team to conduct rigorous reviews to eradicate illegal transactions. Brazil's central bank's new rules exempt transactions less than $10,000, ensuring that regular small transfers are not affected.
These changes ensure that transactions are only temporarily suspended, rather than freezing assets indefinitely. The goal is to strike a balance between strict fraud prevention measures and maintaining seamless financial operations for ordinary users.
With the implementation date set for 2027, Brazil's central bank guarantees that all stakeholders have sufficient time to adapt to these changes. The move highlights Brazil's proactive approach to protecting the integrity of its growing digital asset sector and aims to create a safe and regulated environment for cryptocurrency transactions.
