CLARITY Act advances Senate voting process
After Majority Leader John Thune submitted a motion to close debate, the CLARITY Act is one step closer to a full Senate vote. The motion paves the way for the Senate to consider the digital asset market structure bill after its August recess. Meanwhile, lawmakers are still negotiating stablecoin yield rules and ethics provisions before the Senate formally discusses the bill.
Transparency Act moves to Senate vote
Senate Majority Leader John Thune filed a motion for closure of debate on H.R. 3633 early on Saturday, August 8. The bill covers the Digital Asset Markets Clarity Act, which aims to establish clearer federal regulatory rules for digital assets. As a result, the motion creates a procedural path for the Senate to consider the bill in September.
Prior to this action, Thun decided to postpone the Senate review until members ended their August recess. However, the filing of a motion to close debate kept the bill pending after the Senate resumed. After members have adjourned, the Senate can begin preparing for a full vote.
The CLARITY Act will establish a federal regulatory framework for digital assets, clarify the responsibilities of each regulatory agency, and provide clearer rules for cryptocurrency exchanges and other digital asset companies. The bill is expected to reshape the way federal agencies regulate the cryptocurrency market.
Senate continues to negotiate key terms
The filing of the motion to close debate did not end negotiations surrounding outstanding provisions of the CLARITY Act. Lawmakers are still discussing rules involving stablecoin gains, which has become a major point of disagreement. Banking groups, meanwhile, are pushing for changes to existing language.
stablecoin revenue terms may affect how digital asset companies provide revenue through specific products. Banks have expressed concerns about the competitive pressure that the relevant provisions may bring to traditional financial institutions. As a result, lawmakers may continue to negotiate before the Senate begins full debate.

The latest procedural move comes after days of uncertainty over the Senate's review schedule of the bill. Senate leadership has previously said lawmakers will not vote on the bill before the August recess. Now, the filing of a motion to close debate puts the bill on track when the Senate resumes.
