In Trump's news related to the United Arab Emirates, the Wall Street Journal quoted people familiar with the matter as saying that an entity backed by Sheikh Tahnoun bin Zayed Al Nahyan and his co-investors reportedly holds a 49% stake in WLTC Holdings. WLTC Holdings is the holding company established by World Liberty Financial for its proposed U.S. Trust Bank joint venture. This shareholding further expands the business relationship between Trump-backed cryptocurrency companies and Tahnon. Tahnoun serves as national security adviser to the United Arab Emirates and is also the brother of the country's president.
The Wall Street Journal previously reported that Tahnon invested $500 million in World Liberty Financial in exchange for another 49% stake in the company. This investment is not the same as WLTC Holdings 'shareholding mentioned above.

How Trump's proposed trust bank in the United Arab Emirates will manage USD1
In August 2026, the U.S. Office of the Comptroller of the Currency (OCC) granted preliminary conditional approval to the World Liberty Trust Company to establish a federally chartered national trust bank. If final approval is obtained, the bank will issue, redeem and hold World Liberty Financial's U.S. dollar stablecoin USD1 under federal supervision. This preliminary approval is not final. World Liberty Trust Company can only begin operations after meeting pre-opening requirements set by regulators and obtaining final approval. Until then, the proposed bank cannot operate as an institution issuing, redemption or custodian USD1.
Trump Bank's planned shareholding structure
@realDonaldTrump's proposed #Cryptocurrency Bank Nearly half of its stake is held by United Arab Emirates investors. StringZ Holding RSC, linked to Sheikh Tahnoun bin Zayed Al Nahyan, the national security adviser of the United Arab Emirates and brother of the country's president, holds a 49% stake in WLTC Holdings. Additional report by an affiliated entity
confirmed that StringZ Holding RSC is an investor in WLTC Holdings and stated that the OCC's decision included StringZ as one of the holding company's investors. According to the report, the OCC did not disclose the actual controller behind StringZ or the size of its shareholding. The same report stated that StringZ had promised not to affect the bank's operations. In addition, the Wall Street Journal reported that Tahnon and co-investors are supporters behind the entity that holds the largest stake in WLTC Holdings (49%), and the bank's charter still needs to meet other OCC conditions.

What final approval means for USD1

Source: CoinGecko
Final approval will allow World Liberty Trust Company to perform the USD1 issuance, redemption and custody functions described in its conditional approval. The bank's start-up remains dependent on completing OCC's pre-opening requirements and final regulatory approval. Currently, the shareholding ratios reported above and conditional approvals define the structure of the proposed bank, and its operations have not yet begun.
