The vote follows the British government's approval of the Bank of England's plan to support new forms of digital payments, including stablecoins. Currently, the bill has not yet become law and still needs to be reviewed in the House of Lords for the third stage on September 15 before being transferred to the House of Commons for further discussion.
Comparison with other regions
In addition to this amendment, there are already some rules in place for cryptocurrencies in the UK. The Financial Conduct Authority (FCA) finalized its new crypto asset regime rules on June 30. The Enterprise Licensing Portal will open on September 30, 2026, while the comprehensive regulatory system will come into effect on October 25, 2027. The House of Lords amendment differs by calling for a broader strategy linking regulation, tokenized finance, the payments system and the UK's global competitiveness in the sector.
Other regions have already taken the lead and developed their own rules: the European Union's Crypto Asset Markets Regulation (MiCA) framework became fully applicable on December 30, 2024; the US Congress passed the GENIUS Act in July 2025, establishing a federal framework for payment stablecoins; and another piece of legislation called the CLARITY Act is still being debated in the Senate.
Proponents of theamendment believe that without a clear plan, the UK risks falling behind these markets. The next step for the bill will be the third stage of consideration in the House of Lords on September 15, before entering the House of Commons for in-depth debate.
