SNX 参议院未能跨越关键程序障碍，标志性加密法案折戟
2026年9月15日，美国参议院在《数字资产市场清晰度法案》（即广受关注的CLARITY法案）的关键终止辩论投票中失利，这对美国加密行业造成了重大打击。由于超过40名参议员投下反对票，该法案未能获得通过。根据规则，法案需要至少60张赞成票才能跨越这一程序障碍，这意味着所有53名共和党参议员必须支持该法案，并额外获得7名民主党人或独立派参议员的支持。
立法背景与分歧
CLARITY法案旨在明确联邦监管机构——包括证券交易委员会（SEC）和商品期货交易委员会（CFTC）——如何监管加密市场。众议院已于2025年7月通过了该法案，修订版也在2026年5月通过了参议院银行委员会的审议。然而，随着共和党人拒绝民主党人的反提案，双方立场相距甚远，导致该法案在参议院的前景变得黯淡。
参议院的投票结果呈现出明显的党派分裂态势。卢米斯参议员指责民主党人“不断移动球门柱”，而阿尔斯布罗斯克参议员则表示该法案并未彻底死亡。不过，该法案的失败很可能意味着2026年任何关于加密市场结构的立法都将终结。鉴于明年国会将由两党分治，立法机构何时能重新回到市场结构立法的话题尚不明确。
Industry and White House warn of competitive risks
The response from the crypto industry and Washington politics was quick and sharp. Chainlink called the vote a setback and warned that in the absence of a clear regulatory framework, capital, developers and market share are losing out of the United States every month. Securitize expressed disappointment, but noted that tokenized securities are already within existing federal securities regulations and expects the SEC and CFTC to continue to move forward with rulemaking.
White House cryptocurrency adviser Patrick Whit warned that the current risk is that global financial standards will be set by Brussels or Beijing rather than Washington and New York. Aave founder Stani Kurechev said that decentralized finance (DeFi) must win through popularity, while Solana co-founder Tory pointed out that the United States is still one of the last G20 economies without specific crypto legislation.
