Ripple CEO Gary Linghouse speaks out on the failed vote on Senate CLARITY bill cloture

Ripple CEO Brian Garlinghouse broke his silence and responded to the Senate's failed vote on the Digital Asset Market Clarity Act (CLARITY Act). He described the result as "painful" and stressed that an after-the-fact review was now necessary.

In a sharply worded response, Gary Linghouse took aim at Democratic opposition, using the term "anti-crypto army" to describe the party he believed was responsible for the bill's failure.

Senator Cynthia Lummis, who warned that negotiations could end if the cloture motion was defeated, told reporters: "I think we're done here."

Future direction: Regulatory rule-making replaces legislation

The failure at this stage effectively means that the bill will not move forward in 2026 and possibly until 2029, which is related to the timetable for the midterm elections. Former New York Gov. Andrew Cuomo has warned that if the CLARITY bill fails before the midterm elections and Democrats subsequently win control of the House, a long-term regulatory conflict could arise between Congress and the executive branch.

As the legislative path closes, Gary Linhaus said he expects regulators to step in. He pointed out that Securities and Exchange Commission Chairman Paul Atkins and Commodity Futures Trading Commission Chairman Selig are the most suitable people to fill the gap, and they will make a difference through institutional rule-making.

The CLARITY bill was originally intended to give the CFTC more control over cryptocurrency transactions while reducing the SEC's role in the secondary cryptocurrency market. In the absence of legislation, these jurisdictional issues remain unresolved.
