马来西亚成为受监管加密货币的开放伊斯兰金融市场
马来西亚已成为受监管加密货币领域较为开放的伊斯兰金融市场之一。2025年,持牌交易所的加密货币交易量增长了23%,达到171.4亿林吉特(约合40多亿美元)。
监管框架与市场规模
Fitch Ratings于9月16日指出,相较于其他司法管辖区,马来西亚的监管框架和国家伊斯兰教法处理方式,为数字资产进入其伊斯兰金融市场提供了更清晰的途径。该评级机构表示,截至2026年上半年末,马来西亚证券委员会(SC)已对10家数字资产企业进行了监管。
这一交易数据得到了马来西亚证券委员会《2026年数字资产市场更新报告》的独立支持。监管机构记录显示,2025年在受监管的数字资产交易所的交易总值为171.4亿林吉特,而去年同期为139.3亿林吉特。Fitch指出,这笔金额仅占马来西亚国内股票市场交易价值的约2.5%,表明与传统证券交易相比,受监管的加密货币活动规模仍然较小。
马来西亚将受监管的数字资产活动划分为交易所、初始交易所发行(IEO)平台和数字资产托管商三大类。根据SC当前的官方数字资产注册名单,目前有五家数字资产交易所运营商:HATA Digital、Luno Malaysia、MX Global、SINEGY DAX和Kinetic DAX。Kapital DX和Pitch Platforms被列为IEO运营商,而CoKeeps、Gambit Custody和Jada Platform则是注册的数字资产托管商。Fitch在报道2026年上半年末的10家受监管数字资产参与者时,也采用了相同的分类统计。
伊斯兰教法合规性
马来西亚的伊斯兰教法框架与许可规则并行存在。SC的伊斯兰教法咨询委员会早在2020年就首次审议了数字资产的处理方式,裁定受监管的数字货币在伊斯兰教法视角下可被视为“Mal”(财产)。该委员会表示,在SC注册的交易所进行的合格数字资产投资和交易,只要符合其要求,即为合法。
比特币、以太坊、瑞波币(XRP)和莱特币在2020年7月的委员会会议上获得伊斯兰教法合规地位。比特币现金(Bitcoin Cash)随后于2021年获得认可,随后的决定涵盖了索拉纳(Solana)、卡尔达诺(Cardano)、链上链接(Chainlink)、Uniswap、 Avalanche、Polkadot和Stellar等资产。SC目前的名单确认,Stellar在2024年12月的委员会会议后具有伊斯兰教法合规地位。
根据修订后的伊斯兰资本市场规则,自2026年3月30日起,寻求提供其他数字货币作为伊斯兰教法合规产品的受监管交易所,必须获得该委员会的认可。
交易量增长与市场参与
受监管加密交易的增长延续了马来西亚证券监管机构记录的多年扩张趋势。SC数据显示,交易活动从2024年的139.3亿林吉特跃升至2025年的171.4亿林吉特。其2025年度报告将此增长部分归因于通过交易所交易基金(ETF)进行的机构采用,以及主要市场更清晰的监管。参与马来西亚受监管数字资产市场的投资者数量较2024年增加了约29%。
截至2025年底,监管机构在认可交易所列出了23种数字资产。传统资本市场公司也参与了进来,包括提供数字资产期货访问权的股票经纪公司和通过投资策略提供敞口的基金经理。
2026年5月,SC修订了其数字资产交易所规则。新框架简化了持牌交易所推出产品的流程,同时提高了涵盖客户资产保护、治理、财务资源、所有权和管理标准的要求。预计数字资产交易所运营商将在2026年成为马来西亚金融市场调解员服务(Financial Markets Ombudsman Service)的成员,使投资者能够使用其正式的争端解决机制。SC表示,已对四家未注册交易所采取行政行动,并与Google等技术公司合作,限制未经授权运营商的宣传。
据Crypto.news报道,Bybit于今年4月向受马来西亚监管的交易所Hata领投了800万美元的A轮融资。Hata表示,在获得马来西亚监管批准的情况下,其在2025年处理的交易量为10.4亿林吉特。在与当地监管机构接触后,Bybit被从马来西亚投资者警报名单中移除。但这并不意味着Bybit本身成为了受SC监管的马来西亚交易所;其本地投资是通过Hata进行的。
银行谨慎态度与央行创新
Fitch pointed out that Malaysian banks 'participation in the cryptocurrency market is mainly focused on services provided to regulated operators. Most Islamic banks in the major Islamic financial markets reviewed by Fitch have not yet generated substantial income from direct cryptocurrency trading, brokerage, custody or financing operations. The rating agency said deeper participation could generate fee income, but also expose banks to operational, liquidity, compliance, reputation and Shariah compliance risks.
Bank Negara Malaysia is advancing an independent path focusing on regulated digital currencies and tokenization. In February this year, the central bank, through its Digital Asset Innovation Center, confirmed three plans involving ringgit stablecoins and tokenized deposits. These projects cover wholesale domestic and cross-border payments, including the settlement of tokenized assets. Some tests will examine Shariah considerations.
National Bank said it plans to provide more clarity on ringgit stablecoins and tokenized deposits by the end of 2026 after evaluating test results. Since its launch in June 2025, the Digital Asset Innovation Center has interacted with more than 30 domestic and foreign organizations from the banking and non-banking sectors. Its asset tokenization working group includes AmBank, CIMB, Hong Leong Bank, Kenanga Investment Bank, Maybank, MIDF Amanah Investment Bank, RHB Investment Bank and Standard Chartered Bank Malaysia as founding members. Bank Islam Malaysia and Al Rajhi Bank Malaysia are members of its observatory.

According to Fitch, as of September 2026, Bahrain has nine crypto asset service providers operating, and its central bank issued a license to the country's first stablecoin issuer in June. Qatar focuses more on digital asset infrastructure and blockchain applications related to asset-backed finance. Saudi Arabia had not promulgated a law specifically governing cryptocurrencies at the time of the Fitch report's release. Pakistan presents a different stance on Shariah. According to Fitch, Darul Ifta of Jamia Darul Uloom Karachi issued a fatwa stating that cryptocurrencies do not constitute wealth under Shariah.
Malaysia's SC continues to regulate the issuance, trading and custody of digital assets under the securities framework, while the National Bank has stated that digital assets are not legal tender in Malaysia. The two regulators maintain separate divisions of responsibilities in capital market activities and payments or currency matters.
