Following欧洲央行启动数字欧元商户试点招募
9月15日，欧洲中央银行（ECB）及欧元区各国央行发布通知，正式开启“兴趣表达征询”程序，邀请在欧元区运营的电子商务和移动商务（m-commerce）商户参与数字欧元试点项目。此举标志着支付服务提供商（PSP）的遴选工作完成后，商户被赋予直接塑造欧洲数字支付未来的关键角色。
试点测试内容
该为期12个月的试点计划预计将于2027年下半年启动，旨在受控的支付环境中测试数字欧元的测试版（beta version）。该环境专为复制该货币的核心特征和功能而构建。欧洲央行表示，尽管测试版数字欧元不具备法定货币地位，但其功能和技术与草案立法中设想的数字欧元高度接近。入选商户将作为商业终端用户，在远程商业环境中启用测试版数字欧元支付，并协助验证支付体验、运营流程及核心功能。这一实践环节将为更广泛的数字欧元设计辩论提供重要依据。
申请资格与关键时间节点
此次征询专门针对在欧元区运营的电商和移动商务商户，参与者将获得模拟数字欧元生态系统的第一手经验。参与方式为自愿且无报酬。欧洲央行将根据资格要求以及市场覆盖范围、运营准备情况和试点支持适宜性等加权标准对申请进行评估。

Currently, a new set of frequently asked questions (FAQs) has been released. Selected merchants need to sign a participation agreement with the European Central Bank and establish a contractual relationship with an authorized pilot acquiring payment service provider.
Moving towards a testing phase rather than a final issuance
This merchant recruitment is based on early pilot infrastructure work, pushing the ECB system from policy debate to field testing, which also echoes recent calls for the central bank's digital currency to be launched. However, the European Central Bank stressed that no decision will be made to issue digital euros until EU legislation is formally passed, and current preparations remain flexible. Therefore, the pilot project is essentially a preparatory exercise rather than a commitment to launch a release. The European Central Bank said that merchant feedback will be an important input in future design decisions.
