FollowingBinance's EU license application stalled due to intervention by the ECB President
Binance's efforts to establish a foothold in the EU have failed, the Wall Street Journal reported. European Central Bank (ECB) President Christine Lagarde reportedly stepped in and blocked the exchange's regulatory application in Greece.
Licence narrowly approved
In early 2026, Binance submitted an application to the Greek Capital Markets Committee (HCMC) to comply with the Crypto Asset Markets Regulation (MiCA) and established a local holding company to anchor its operations in Europe. The Greek authorities informed Binance in April of the same year that its application materials were complete and the company originally expected to be approved in early June. However, board meetings were repeatedly postponed, which ultimately prompted Binance to withdraw its application.
According to the Wall Street Journal, ECB President Christine Lagarde personally asked Greek Prime Minister Kiriakos Mitsotakis to reject Binance's request to obtain an EU cryptocurrency license. At present, neither the European Central Bank nor the Greek government has publicly confirmed the existence of this conversation.
According to MiCA regulations, cryptocurrency companies must obtain authorization from one EU member state to provide services "passport-style" across the entire 27 member states. Therefore, if it is successfully approved by Greece, Binance will open the door to the entire EU market at one time.
Compliance history and the digital euro battle

对此，币安欧洲负责人吉莉安·林奇（Gillian Lynch）否认了这一说法。她表示，《华尔街日报》的报道“歪曲了这些账户是如何被识别、审查和处理的”，并补充道，一旦币安发现所涉活动的复杂模式，便立即终止了所有相关账户的服务，并向执法部门进行了报告。

2026年6月24日，就在7月1日的截止日期前夕，币安确认已撤回申请，标志着其通过希腊资本市场委员会获取MiCA牌照的努力彻底失败。
据《金融时报》报道，在撤回希腊的申请后，币安计划转向法国寻求授权，并表示有信心在未来几个月内获得欧盟牌照。
