CLARITY法案Is a proposed U.S. legislation that aims to provide clearer regulatory guidance for digital assets, with a particular focus on clarifying the responsibilities of agencies such as the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) in overseeing cryptocurrencies and decentralized financial (DeFi) products.
Arm clarifies position on the bill
Armstrong said he was actively involved in improving the CLARITY bill and insisted he was not trying to undermine it-contrary to what he might imply in an upcoming Wall Street Journal article. Instead, he pointed out that Coinbase and other industry players are working together to enhance legislative content.
He admitted publicly expressing opposition to the draft bill earlier this year. However, Armstrong clarified that his objections were for an earlier version, not the version that was ultimately submitted to the Senate.
Armstrong listed several major issues with earlier versions of the bill, including unresolved questions about decentralized finance (DeFi), tokenization, supervision of the Commodity Futures Trading Commission (CFTC), and stablecoin incentives. He maintains that it was those issues that led to his initial reluctance to support the legislation before it went to a committee vote in January.
He also pointed out that at that stage, the bill lacked sufficient support needed to successfully pass the Senate vote. Armstrong said Coinbase has not abandoned the initiative, but has instead joined industry stakeholders to solve remaining challenges.
