Cardano has only a few days left to avoid a serious governance crisis.
The network must confirm the arrival of four new members of the Constitutional Council by September 1. As of now, the number of votes is far short of the required threshold. If the situation remains unchanged, only three members of the committee will remain in office. Cryptocurrency trading can still proceed normally, but multiple governance decisions may be deadlocked.

Cardano's cryptographic network still lacks a lot of votes
Cardano has just successfully completed its first hard fork for full on-chain governance. A month later, this governance faced a far less easy test. The vote involved four new members of the Constitutional Council. These candidates have won elections organized by Cardano and now need to formally take office.
DReps must reach a 67% approval rating to approve the action. As of August 25, the support rate was 41.7%, with a further 25.3 percentage points needed. The situation for pledge pool operators (SPOs) seems more complicated: their approval rating is only 12%, while the required threshold is 51%.
The difference is 39 percentage points. However, the numbers are still growing. On August 17, DReps 'approval rating was about 32.46%, while SPO's approval rating was no more than 1.95%. Voting is increasing, but not fast enough.
Three members may support the situation alone
The problem lies in term arrangements. The four current members of the Constitutional Council must leave their posts, and the four elected should usually take their place. If the vote expires and is not approved, the committee will be reduced from seven to three, compared with the planned minimum number of five. Cardano or its encrypted network won't stop working because of this-blocks will continue to be generated, and users can still send ADA cryptographic assets or use web applications.
But governance will become a bottleneck. Certain decisions require approval by the Constitutional Council before they can take effect. With only three active members, these decisions will not pass this stage.
Cardano has experienced firsthand the specific consequences of failing to meet the threshold for voting. In June this year, the community refused to provide funding for the 2026 Cardano Summit. This time, the issue is not about the budget for an encrypted conference, but part of the network's institutional mechanisms. The solution still exists: new actions can be initiated to complete committees, and Info Actions and certain update processes can still be carried out. But everything must start over.
The next hard fork may also be delayed
This vote comes at a critical time for Cardano and its ADA crypto assets. The network is already preparing for the next major technological upgrade-the Dijkstra era. A number of tasks need to be introduced gradually, including nested transactions, Linear Leios and Peras.
Governance must be aligned with this timetable. Intersect warned that a disruption in the Constitutional Council's continuity could slow down the process to Dijkstra, but would not necessarily cancel it. The difference is crucial. Cardano specifically designed its system to prevent a single company or person from making decisions on behalf of the network. DReps, SPO and Constitutional Council perform their duties.
This also means that enough votes must be collected when the timetable requires it. Several budgets have been vetoed this year, and the network has learned its lesson; now it is learning it again in its own institutions. Voting will continue until 653 AD (September 1). Until then, the entrustment can still be changed and the threshold can still be reached.
The gap is still large. Behind this vote is Cardano's next hard fork, with three major technological evolutions in preparation. As a result, Cardano only has a few days left. 41.7% support in DReps and 12% support in SPO-the results will be known on September 1.
