据Lookonchain披露的数据，这两个钱包大约是在十年前从一个以太坊基金会钱包处接收了59,751枚ETH。当时ETH的价格约为每枚0.90美元。而EmberCN指出，最终抵达Kraken的ETH平均价格约为658美元。若从最初的总接收量中扣除已转移至交易所的数量，剩余约10,000枚ETH。不过，目前公开信息并未说明这剩余的资产当前存储于哪些钱包地址中。

The Ethereum Foundation is developing a three-month sales plan
The Ethereum Foundation stated in its treasury management policy released in June 2025 that its annual expenditure target is set at no more than 15% of treasury assets. In addition, the foundation plans to retain reserves sufficient to cover at least 2.5 years of operating expenses, and plans to gradually reduce the expenditure ratio to 5% over five years.
The policy also stipulates that foundations need to regularly review their sales decisions. For the next three-month window, the foundation is assessing how much ETH may need to be sold to meet funding needs. When necessary, the foundation may use a fiat exchange channel or on-chain exchange service to complete asset conversion.
This strategy shows that the foundation's ETH selling behavior is not only based on short-term market fluctuations, but is more based on the actual needs of treasury management. Still, a single transfer of funds in itself cannot directly explain its specific purpose.
Why choose an exchange instead of CoW Swap?
In April this year, the Ethereum Foundation announced a redemption operation for 5,000 ETH items, which will be executed through the CoW Swap platform. The platform is characterized by dispersing large orders into different time periods to reduce market impact.
This case shows that foundations use a variety of different methods when processing ETH conversions. As for whether the transfer to Kraken is part of the same process, there is currently a lack of further information support.
As of now, the Ethereum Foundation has not issued any official statement on its recent transfer to ETH from Kraken. Therefore, it is too early to directly attribute such wallet activity to the foundation's new sales decisions.
The key to the next step may be the foundation's subsequent announcements or observing other on-chain activities of these wallets after the transfer is completed. For chain analysts, what matters is not only the amount of ETH transferred to the exchange, but also the subsequent trading behavior of these assets.
