Hunter Biden plans to issue 10 billion LAPTOP memes on the Base chain on September 9, some of which will be distributed to users who lose money trading Trump memes
Hunter Biden plans to launch a meme called LAPTOP on the Base blockchain network developed by Coinbase on September 9, with a total supply of 100 million coins, according to The Wall Street Journal. Part of the project's token allocation scheme reserves shares for users who suffer losses when trading Donald Trump's TRUMP meme.
Token allocation and locking mechanism
LAPTOP project is dominated by the founding team, and 30% of the token supply is reserved by the founding team. The tokens will be locked for six months, then unlocked and released gradually over two years. Another 20% of the tokens will be distributed through two rounds of airdrops. Eligibility to participate in airdrops includes not only users who have lost money in TRUMP mine-trading, but also Hunter Biden's Substack subscribers, friends, and members of a mailing list maintained by video journalist Andrew Callaghan.
Event-based destruction mechanism
The project also established a unique token destruction mechanism that can destroy up to 30% of the total supply of LAPTOP if a predetermined event occurs. These triggers include Bitcoin hitting a record high or LAPTOP's fully diluted valuation exceeding TRUMP. In addition, if a Democratic Party wins in the 2028 U.S. presidential election, destruction clauses may also be triggered. Related tokens that do not meet the conditions will be donated to charity on a pro-rata basis rather than destroyed.
Targeting the TRUMP minin market
This allocation strategy allows new projects to enter directly into the political minin market. TRUMP miniin was launched shortly before Trump returned to the White House in January 2025. The initial price experienced sharp fluctuations and then fell sharply. Data shows that as of the end of June 2024, nearly 989,000 addresses that purchased TRUMP had accumulated unrealized and realized losses of approximately US$3.81 billion. Although the token rebounded in mid-August, most retail investors are still losing money.
Background and regulatory controversy
LAPTOP's name stems from the notebook controversy sparked during the 2020 U.S. election. As Hunter Biden has recently become more active in public discussions through podcasts and news interviews, his comments on the cryptocurrency space have increased. At the same time, the ethical controversy surrounding the Trump family's crypto business and the losses to its investors is drawing regulatory attention in Washington. Democratic Senators Elizabeth Warren and Richard Blumenthal have asked the Securities and Exchange Commission (SEC) to investigate TRUMP tokens, calling on Congress to tighten restrictions on presidential conflicts of interest.
LAPTOP is scheduled to begin trading on the Base chain on September 9, and its billion tokens will be distributed among the founding team, airdrop recipients, charitable and operational uses, and event-related destruction mechanisms.
