Hunter Biden, son of former U.S. President Joe Biden, plans to launch a memecoin called "LAPTOP" on the Base blockchain network on Wednesday. The project specifically targets investors who have suffered losses in their investment in Donald Trump's TRUMP memecoin. According to information disclosed by the Wall Street Journal, the project will be deployed on Coinbase's Base network, with a total supply of 1 billion tokens. The founding team, including Hunter Biden, will hold 30% of the tokens, which will be locked for six months and then gradually unlocked over more than two years.

The 20% tokens reserved for airdrops will be issued in two waves. The first wave will target traders who have lost money on TRUMP memin trading; the second wave will target Biden's Substack subscribers and people on journalist Andrew Callaghan's list, which was reported by CoinDesk.

This target audience choice is no accident. As of September 8, the price of the TRUMP token was approximately US$2.25, down nearly 97% from its all-time high in January 2025, when its market value briefly approached US$15 billion.

The LAPTOP project also plans to destroy up to 30% of supply in certain circumstances, such as when the Democrats win the election in 2028, Bitcoin hits a record high, or its valuation exceeds TRUMP. If the above conditions are not met, the relevant tokens will be reallocated to charity.

Kraken, Base and Channel 5 media have distanced themselves from each other

Before the project was officially launched, a reputation crisis broke out. Kraken withdrew his post introducing the project after encountering a lot of negative feedback. Some users criticized the platform for promoting new political memein. However, this does not mean that Kraken has ruled out the possibility of launching the token in the future.

Jordan Fish, who is known by the pseudonym Cobie, is in charge of Base application operations.
