Chainalysis challenges $94.7 million in exclusive purchase
Public procurement records show that ICE awarded contract number 70CMSD26C00000005 to TRM Labs on July 1 to provide analytical support to the Homeland Security Task Force's National Coordinating Center Cyber Disruption Center. The maximum contract amount is US$94.66 million and is valid until June 30, 2027. Records show that the contract was not competitive, that an exclusive procurement process was used, and that only one bid was received.
ICE announced plans in June to obtain services from a single source. Its procurement notice stated that the agency determined that only one supplier could reasonably provide the required capabilities. Companies interested in applying must submit a capability statement before June 11.
Because Chainalysis's indictment is sealed, its specific claim that ICE procurement violated federal contract rules cannot be publicly verified from the indictment itself. TRM Labs contract covers cryptocurrency tracking and cybercrime
ICE publicly describes needs that go far beyond standard software subscriptions. Related work involves fraud crackdowns, cybercrime investigations and sexual extortion cases. Required capabilities include cryptocurrency transaction tracking, blockchain analytics, open source intelligence, asset recovery support, and criminal network mapping.
As a result, the dispute has put two major U.S. blockchain intelligence providers directly competing for a large federal law enforcement project. As previously reported, ICE has begun purchasing forensic software from TRM Labs and Chainalysis as federal agencies expand their capabilities to track digital assets.
This technology is increasingly important for government investigations. Blockchain analysis has played an increasing role in U.S. sanctions enforcement and crypto asset freezes, including cases involving state-linked wallets and illegal financial networks.
Court sets accelerated schedule for Chainalysis case
Judge Stephen S. Schwartz ordered the government to submit complete administrative records and set an unusually tight defense schedule. Chainalysis's motion to base a ruling on administrative records must be filed on August 11, while the government and TRM Labs must file cross-motions and pleadings by August 21.
