Gallego warns: A quick vote on CLARITY bill may cause U.S. encryption regulations to retreat

Democratic Senator Ruben Gallego warned on August 19 that pushing the CLARITY bill to a Senate vote before lawmakers resolve disputes over ethics and stablecoin gains may hinder rather than advance legislation on the structure of the U.S. crypto market. Gallego made the remarks at the SALT Wyoming blockchain seminar, where he told attendees that the crypto industry should encourage senators from both parties to continue negotiations rather than force a vote. He said the bill still needed to complete a number of steps before it was ready, including completing the Agriculture Committee section, consolidating the entire plan, and determining how to submit it to the House.

Gallego says the White House has not responded to ethical proposals.

The CLARITY bill would create a federal framework for digital assets and divide the regulatory responsibilities of the Securities and Exchange Commission and the Commodity Futures Trading Commission. Senate Majority Leader John Thun confirmed on August 7 that the Senate would postpone the vote and said CLARITY would be the top priority for lawmakers after they return from recess in September.

Gallego said he and Republican Senator Tom Tillis submitted compromise ethics provisions to the White House before Congress adjourned, but received no substantive response. He said strong moral restrictions are needed to ensure Democratic support for the bill. "We repeatedly made proposals to the White House, but the other party either responded blank, or even stepped back slightly, or simply disappeared." The White House did not respond to requests for comment.

Trump pushes vote, controversy continues

When U.S. President Donald Trump met with crypto executives at the White House on August 19, he called on Congress to pass a "fair version" of the CLARITY bill. White House encryption adviser Patrick Vitter previously said the administration will negotiate with Democrats before the September vote, but "cannot wait indefinitely."

Gallego said that the unresolved dispute over stablecoin earnings has exacerbated the moral deadlock. "A quick vote will bring quick results, but I'm not sure that's the result you want." He added that any premature action would delay the bill further rather than closer to passage.
