IO Group has confirmed that the IO Labs engineering team responsible for Cardano's core infrastructure (including ledgers, indexers, formal methods and operation and maintenance) will soon be transferred to a new company called BlockPQR. The company was founded by Leonard Hegarty, former director of technical delivery at Input Output.
What changes and what remains unchanged
Although personnel changes have occurred, the accountability structure remains largely unchanged. IO is still mainly responsible for advancing protocol milestones, Intersect is responsible for controlling the release of each version, and all code continues to be stored in the open source repository. For ADA pledge pool operators and ordinary users, the actual experience of running or interacting with the network is expected to remain seamless.
This move is in line with recent trends. Cardano is moving from a single delivery organization to a network where multiple professional partners contribute core infrastructure. Since 2024, IO and its partners have been managing a transition expected to be completed in 2027, when multiple independent companies will maintain at least three Cardano node implementations (based on Haskell, Rust, and Go languages) and have a complete set of formal specifications overseen by community organizations.
Part of a broader decentralization process
Starting in August 2026, IO will hand over control of critical infrastructure components to an independent professional team, with community organizations providing supervision. This transfer will last until 2027. Intersect, the membership organization that coordinated Cardano's development, will continue to serve as the gatekeeper for release throughout the process.
Cardano founder Charles Hoskinson described the decentralization of the project as the final sprint of the Voltaire era-a stage of governance and decentralization that Cardano has been working on since 2024. Formal specifications will be overseen by community organizations such as Intersect and Pragma, while the broader Cardano community will be able to review and vote on them.
The establishment of BlockPQR and the integration of the original IO Labs engineers are one of the more specific steps in the plan. It allows experts who are extremely familiar with Cardano's technology stack to join a dedicated independent company rather than continue to be employed by IO.
