WLFI 奖励计划如何运作？
World Liberty Financial 提出的“治理参与激励计划”（Governance Engagement Incentive Program）建议，要求用户将 WLFI 代币锁定在链外治理协议中，锁定期至少为 180 天。在此过程中，代币的控制权仍归用户所有，交易将通过智能合约直接在用户自己的钱包中进行。

奖励资金从何而来？
