BTC 美国参议院CLARITY法案关键投票失败，加密市场迎来重大挫折
在美国参议院就《CLARITY法案》进行的关键投票中，该法案未能获得通过下一阶段所需的60票。随着41张“反对”票的投出，法案无法继续推进，加密行业多年来期盼的全面市场结构立法遭受重创。

为何CLARITY法案未能通过？
未达标： CLARITY法案在参议院未能获得进入下一程序所需的60票支持。在41张反对票的影响下，该法案在当前流程中停滞不前。

CLARITY法案原本将带来什么？
The bill aims to more clearly define which regulatory agency is subject to the jurisdiction of different crypto assets in the United States. One of its core contents is to clarify the division of responsibilities between the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC), and to give the CFTC broader regulatory powers over the crypto spot market.
As a result, the bill's blocking in the Senate has plunged the crypto industry's long-awaited federal-level regulation of market structures into uncertainty.
Regulatory focus turns to SEC and CFTC
Given the failure of the CLARITY Act, the industry expects the focus to turn to the SEC and CFTC, which are developing new rules for the crypto market.
Recently, the SEC launched a new regulatory initiative called "Reg Crypto" and is building a new framework for securities tokenization. However, SEC Chairman Paul Atkins has previously pointed out that rules made by agencies may not be as durable as comprehensive laws passed by Congress.
Can the CLARITY bill be put back on the agenda?
This failure does not mean the complete end of the CLARITY Act. But with the current congressional term ending at the end of the year, the window for the bill to start again is shrinking.
The new Congress formed after the mid-term elections on November 3 may determine the fate of a bill similar to CLARITY. Subsequent strategies for the crypto industry will also depend on the election results and the pace of action by the SEC and CFTC.
