The road ahead for supporters is full of challenges. Although Republicans have 53 seats in the Senate, advancing the bill requires 60 votes, which means the support of at least seven Democrats or independent senators is needed. Current signs suggest that this support is not yet solid.

On the eve of the vote, Republicans introduced major amendments to the bill, incorporating 126 substantive changes proposed by Democrats. However, some Democratic senators said the concessions still fell short of their expectations.
Galinghouse urged senators not to let the pursuit of a perfect bill stand in the way of actual compromise, noting that a large number of concessions have been made during the lengthy negotiation process. If the bill fails to pass at this stage, it will not be abandoned entirely, but the upcoming midterm elections limit the window for passage of comprehensive legislation, making the timetable for the Clarification Act even more urgent.

Although the legislative process is fraught with high risks, Galinghouse believes that the industry's fate does not depend entirely on the Clarity Act. He asserted that the future of the cryptocurrency market will be largely determined by the speed, efficiency and usability advantages technology provides.
