Hong Kong's two major financial regulators deploy core market functions and new regulations on digital assets

Hong Kong's two major financial regulators have announced plans to move core market functions to blockchain and establish new licensing rules for digital assets. The Hong Kong Monetary Authority (HKMA) is upgrading its main settlement system to an all-weather, all-time blockchain operating model, while the Securities and Futures Commission (SFC) is building a new licensing framework for digital assets.

The HKMA announces the full launch of the settlement system

At the Hong Kong Treasury Market Summit, CEO of the Hong Kong Monetary Authority, Yu Wai-man, said that the debt securities settlement platform operated by the HKMA, the Central Clearing System (CMU), will launch new services before the end of this year. These services are designed to provide round-the-clock, real-time online settlement support.

Yu Weiwen pointed out that the upgraded platform will be able to handle digital forms of Hong Kong dollars and central bank digital currency (CBDC). He added that the HKMA will also study whether tokenized deposits and regulated stablecoins can be settled directly in the Central Clearing System.

The SFC releases five-year plan strategy and strengthens supervision

At the same time, the Securities and Futures Commission released its strategy for implementing Hong Kong's first "Five-Year Plan" and the Chief Executive's 2026 Policy Address. The committee divided its measures into two batches: short-term and medium-and long-term. The common goal of both batches is to deepen the connection between the mainland and the global market.
