Block Inc. Apply for a U.S. bank license and plan to establish Builders Bank to regulate Bitcoin and stablecoin custody business

Block Inc. An application has been filed with the Office of the Comptroller of the Currency (OCC) to establish Builders Bank & Trust,., This will bring the custody business of Bitcoin (BTC) and stablecoins into a federally supervised trust bank structure. If approved, Builders Bank will provide custody and related trust services for Bitcoin and stablecoins.

Details of banking license application

Block submitted a request to the Office of the Comptroller of the Currency to establish Builders Bank & Trust, N.A. The proposal still requires final approval from the regulatory agency. Currently, Block already owns businesses such as Square, Cash App and Bitkey, and its broader financial ecosystem covers merchant payments, consumer finance and Bitcoin self-custody services.

If the application is approved, Builders Bank will operate under the supervision of the OCC and provide custody and related trust services, including Bitcoin and stablecoins. In addition, the banking license will also give Block certain banking powers related to holding assets and transferring client funds.

Strategic Significance and Management Views

Lee Woolley, president and CEO of Builders Bank, said Block believes its experience in digital assets and deep banking background will allow the proposed institution to support the company's broader goals. Woolley pointed out: "Relying on Block's experience in digital assets, Square Financial Services 'historical heritage, and the deep banking expertise we have built in our team, we believe that Builders Bank is well positioned to support Block's broader vision of economic empowerment."

This move allows Block to join the ranks of companies seeking federal banking supervision to conduct crypto asset custody and related services. Previously, digital asset companies such as Coinbase, Circle, Crypto.com and Paxos have obtained conditional approval for national trust banking licenses. World Liberty Financial, a decentralized financial project backed by U.S. President Donald Trump, also received relevant approval this year.

Industry Impact

This is significant because once approved, some of Block's Bitcoin custody strategies will be placed directly under federal supervision, while expanding the regulatory framework that supports its digital asset business. Builders Bank will not start operations unless the OCC grants the required authorizations.

Jack Dorsey has advocated the use of Bitcoin as an everyday currency for years. Last year, Square expanded its effort to allow millions of eligible small U.S. businesses to accept Bitcoin payments and convert transactions to U.S. dollars at checkout.
