The House Financial Services Committee just voted 28 - 21 to advance H.R. Bill 8957-This is legislation related to both the Strategic Bitcoin Reserve and the U.S. Digital Asset Reserve.
XRP's position in the reserve pool
Trump publicly mentioned XRP, as well as SOL and ADA, when announcing his crypto asset reserve program. The executive order he signed in March 2025 provided the preliminary legal framework for the announcement. And H.R. Bill 8957 now provides the legislative basis for its permanence.
XRP is classified in the "Digital Asset Repository" category along with non-Bitcoin assets. The government's recognition of XRP distinguishes it from the vast majority of digital assets that do not receive such recognition. The passage of the bill at the committee level marks the first time that a relevant proposal has been formally voted on by Congress.
XRP wins place
Congress recognizes XRP as a strategic asset, establishing a credible institutional foundation for its long-term relevance. The U.S. government officially included XRP in the reserve, sending a legal signal to market participants and institutions, and this signal has been valued by the market.
In addition, the bill prohibits agencies from selling, mortgaging or disposing of digital assets during inventory and transfer periods. This protection applies to all assets entering the reserve, including XRP.
The way forward
