The Central Bank reported that in the first half of 2025, the volume of virtual asset transactions using electronic payment tools reached US$294 million, compared with only US$46.5 million in the same period in 2024. Since the regulatory changes, the cumulative amount of activity has reached US$430 million.

Small businesses in Bolivia are increasingly accepting cryptocurrencies against the backdrop of inflation and U.S. dollar shortages. The report quoted BCB data to show that after the country relaxed previous restrictions, the volume of virtual asset transactions increased significantly. During the same period, financial institutions also entered the market. For example, Banco Bisa introduced virtual asset custody, trading and transfer services after central bank policy changes.

Bolivia is preparing to strengthen crypto regulation

As adoption grows, Bolivia is continuing to develop rules around virtual assets. The National Securities Commission (ASFI) issued consumer guidance in January this year, warning that cryptocurrency exchanges expose users to price fluctuations, counterparty risk and potential losses, even if assets such as stablecoins are designed to track traditional currencies. In addition, Bolivia's financial accounting framework is also deepening into the field of digital assets. The BCB reported that an ASFI resolution in October 2025 added virtual asset accounts, income, loss, custody and management categories to accounting manuals used by regulated financial institutions.

Under an IMF-backed economic reform plan, Bolivia is preparing for stricter crypto regulations. The framework reportedly aims to address issues of supervision and illicit capital flows, but final implementation rules and deadlines had not yet been announced at the time of the report's release. USDT has always been particularly prominent in Bolivia's crypto economy. BCB publishes reference prices for virtual assets and uses Binance peer-to-peer trading data to calculate USDT reference prices. The virtual asset table it publishes includes reference prices for Tether, Bitcoin and Ethereum.

Regional data shows that stablecoins have surpassed Bitcoin in crypto purchases in Latin America. In 2025, tokens pegged to the dollar accounted for 40% of Bitso's purchases, while Bitcoin accounted for 18%. Although these data cover Bitso's market rather than just Bolivia, it reflects trends. Toyosa's latest move expands its payment menu from the dollar-linked USDT service launched in 2025 to Bitcoin itself. As of September 20, the company has confirmed BTC purchase options, but has not publicly released transaction volume, bitcoin-specific processing fees, minimum purchase amount or the first completed BTC vehicle sales record.
