Lawmakers will return to Washington on September 14 for a four-day vote before leaving Washington until the resumption of the session after the November midterm elections. However, because the House must approve the Senate's final version, Senate approval does not directly send legislation to President Donald Trump. As a result, the reduced House calendar poses a major obstacle, making passage of the bill before the midterm elections extremely unlikely.
The bill divides regulatory authority for digital assets between the Securities and Exchange Commission and the Commodity Futures Trading Commission. At the same time, the bill prohibits government officials and their spouses from holding or promoting cryptocurrencies while in public office.
Senators are expected to consider a closed-debate motion on September 15, which requires 60 votes to start the debate but will not complete final passage or send it directly to Trump. The House approved its version with a bipartisan vote of 294 - 134 in July 2025, while a Senate committee developed separate provisions that needed to be reconciled before final approval.

In a recent interview with Fox News, Securities and Exchange Commission Chairman Paul Atkins pointed out that the proposal is the most important step in consolidating the United States 'status as the world's crypto capital. He urged Congress to approve the legislation and send it to the president for signature. Any amendment adopted by the Senate would require a second vote in the House before the measure could reach Trump's desk.
So if the Senate passes the bill in September, legislation will await House action until lawmakers return after the election. The canceled session pushed the bill's approval window to November, when Congress's priorities could change significantly.
