Polish Parliament fails to overturn President's third veto of crypto bill

Polish House of Representatives failed in its attempt to overturn President Karol Nawrocki's third veto of the cryptocurrency bill, receiving only 241 votes in support. Given the current political differences, Poland's legal framework for implementing the EU Crypto Asset Markets Regulation (MiCA) remains unclear.

As lawmakers failed to overcome the president's third veto, the game in Poland's cryptocurrency regulation reached another critical juncture. The House rejected the veto with a vote of 241 in favor, 198 against, and 3 abstentions. However, according to regulations, overturning the presidential veto requires at least 266 votes, which means that of the total 442 members, more than 35% must vote in favor to succeed.

Third attempt failed to meet the legal threshold

The bill aims to bring Poland's cryptocurrency market under the supervision of the National Financial Supervisory Authority (KNF) and assist Poland in implementing the EU's Crypto Asset Markets Regulation. President Navokee said that the strategy pursued by the government has placed an excessive burden on cryptocurrency companies. He is also concerned that overly strict regulatory rules may force companies to relocate overseas.

The president noted that of the 16 amendments proposed by his office, the latest legislative process adopted only one. He advocated replacing the current version with another bill focusing on combating fraud and financial crime. Two previous veto attempts achieved similar results: President Navokee initially vetoed the Cryptographic Asset Market Act in December 2025, when the House voted 243 to 192 to override the veto, but it still did not reach the required three-fifths majority; then in February 2026, the president exercised the veto again; in April of the same year, lawmakers again failed to pass a bill to override the veto, with a vote of 243 in favor and 191 against.

Political pressure on Zondacrypto intensifies

The vote was also interspersed with political allegations involving the former Zondacrypto exchange. Prime Minister Donald Tusk urged lawmakers to support overturning the president's veto before the parliamentary vote. He cited witness testimony in the investigation against former Justice Minister Zbigniew Ziobro and filed charges involving approximately 2 million zloys (approximately 463,000 euros). The charges also mentioned Giobro's family and a suspected foundation arrangement.

The authorities are still investigating these allegations, and the statement at the parliamentary level does not represent the final decision of the court. Giobro has also previously faced a separate investigation for his actions while in government. President Navokee denied any allegations linking him to Zondacrypto and reiterated that he had never met an executive or representative of the exchange.
