BTC Senate Democrats submit counterproposal to CLARITY bill, ethics negotiations continue
Hours before the procedural vote on September 15, Senate Democrats submitted a counterproposal to the CLARITY bill (Digital Asset Markets Clarity Act) to Republicans, keeping negotiations open on ethics and other controversial provisions.
The Senate will vote at 2:15 p.m. EST on Tuesday, and 60 votes are needed to advance the debate. The Republican Party said its 635-page draft had incorporated 126 substantive changes proposed by Democratic negotiators during the talks. Although the revised provisions allow state attorneys general to file lawsuits, Democrats remain concerned about the strength of the code of ethics. At the same time, banking groups continued to seek stricter restrictions on stablecoin rewards, leaving another unresolved disagreement before the Senate vote.
Delivery of counter-proposal and key points of contention
According to Politico Congressional reporter Jasper Goodman reported late on Monday, people familiar with the matter revealed that Democrats had submitted the counter-proposal to Republican negotiators. As of early Tuesday morning, the complete Democratic proposal had not been made public, so specific changes had not yet been confirmed. Before the counterproposal arrived, Senator Mark Warner said Democrats involved in the negotiations were preparing another proposal. As Republicans release the text of the latest bill, moral restrictions involving federal officials remain a focus of discussion.

多方施压与投票前景

参议院的官方日程表列出了《CLARITY法案》的终结辩论投票时间为美东时间周二（9月15日）下午2:15左右。参议员将对H.R. 3633号法案（数字资产市场清晰度法案）的程序动议 invoke cloture 进行投票。众议院需要60票才能 invoke cloture。共和党目前拥有53个参议院席位，因此即使所有共和党参议员都支持该动议，也需要民主党人或独立人士的支持。此次预定投票并不构成《CLARITY法案》的最终通过。成功的 cloture 投票将使参议院能够推进对该立法的正式审议，在此期间，立法者可以辩论文本并提出修正案。任何与众议院通过的法案不同的参议院版本，在最终措施送交总统之前，都需要众议院进一步采取行动。
