BTC The White House calls the latest draft the "final offer"
Patrick Witt, White House cryptocurrency adviser, said he is confident in Tuesday's Senate procedural vote on the Digital Asset Market Clarity Act. He described the current proposal as the U.S. government's "final statement" on the matter. At the Solana Policy Institute summit in Washington on Monday, Witt said the White House has worked hard to resolve all issues raised during the CLARITY bill negotiation process and called the latest version the "best and final offer."
He also pointed out that Republicans have accepted 95% of the Democratic negotiating team's requirements on the CLARITY bill, and that any remaining opposition in the Senate must be considered political at this stage. In a separate interview with Semafor on September 10, Witt said he remained optimistic about the Senate's procedural vote scheduled for September 15, adding that Republican support could be close to all 53 senators.
Long road to Tuesday's vote
The bipartisan nature of the bill remains the core selling point of the White House's push for its passage. According to Senate rules, 60 votes are required to close debate (Cloture), or 60% of the total Senate seats. The Republican Party currently holds 53 seats in the Senate, which means that if the Republican camp remains united, at least seven more Democrats or independent senators will need to join in.

随着中期选举休会期临近（预计十月初开始），参议院日程日益紧凑。如果终止辩论投票失败，CLARITY法案在本届国会会期内实际上将彻底搁浅。若顺利通过，该法案将进入更深入的正式辩论阶段，并向最终通过迈进，从而使综合性加密货币市场结构立法有望在2026年成为法律的前景得以延续。
