The British government has appointed six banks to underwrite the digital government bond pilot project and is expected to be issued in the first quarter of 2027.

The British government has appointed six banks as underwriters for its Digital Gilt pilot project, responsible for supporting investors 'participation in management and distribution during the issuance period. The pilot project, called DIGIT, will test distributed ledger technology through on-chain settlement within the "Digital Securities Sandbox" and be independent of the UK's main debt management program.

Six major investment banks join forces to focus on sovereign debt and digital market expertise

According to an announcement from the UK Treasury, Barclays, HSBC, Lloyds, Morgan Stanley, NatWest and RBC Capital Markets will jointly serve as joint lead underwriters. This appointment brings together professional expertise in sovereign debt management and digital markets, and aims to fully prepare the UK for issuing digital treasury bonds instruments.

In addition to traditional underwriting services, these selected banks will also assist in maintaining investor relations and distribute DIGIT to investors on issue day. Although the underwriting team provides traditional lead underwriter services, the pilot project itself will use digital native infrastructure to run the bond process.

Competitive Procurement and Strategic Goals

The Ministry of Finance identified these six institutions through a competitive procurement process, with transparent and objective evaluation criteria. Economic Secretary Dame Lucy Rigby KC said the appointment was a critical step towards a planned release early next year. She linked the plan to the UK's ambition to become a global digital asset hub, emphasizing that digitalization is central to achieving this goal and placing digital treasury bonds on the UK's broader financial markets agenda.

The government hopes to use DIGIT to examine how distributed ledger technology supports the issuance process of UK sovereign debt. In addition to the bonds themselves, officials also hope to use the project to encourage infrastructure development and technology applications in the UK's financial markets.

On-chain settlement and independent operating model

DIGIT will be designed as a short-term tool that operates independently of major debt management plans. Its design includes a digitally native structure and is issued through a platform running within a "digital securities sandbox." In addition, the pilot project will enable on-chain settlement, allowing governments to test distributed ledger technology through practical sovereignty tools.

Prior to the lead underwriter's announcement, the government had made early appointments and signed agreements on technology platforms and digital securities infrastructure connectivity. In February this year, the government selected HSBC as a distributed ledger technology provider, establishing its role in pilot technology delivery. As a result, HSBC has two responsibilities in the project: providing technology and serving as one of six joint lead underwriters.

In July, HSBC and the London Stock Exchange Group (LSEG) announced a memorandum of understanding to establish a bilateral digital securities depository link. The agreement covers the delivery of links and forms another part of the infrastructure preparations surrounding the digital treasury bond program.

Promote financial innovation and international competitiveness

Through these appointments and arrangements, the role of technology provision, underwriting, investor participation and distribution of planned instruments is established. The Treasury has incorporated DIGIT into its broader strategy to digitize wholesale financial markets and support the UK's international financial competitiveness. As other financial centers explore distributed ledger technology, the government seeks to encourage innovation and investment by British companies. DIGIT will test the technology during bond issuance and life cycles, while supporting the development of UK-based financial infrastructure.
