Good morning, everyone! Here are today's top news:
ˇ U.S. Commodity Futures Trading Commission (CFTC) seeks to license crypto exchanges
Three weeks after the Clarity Act was stranded in the Senate, the U.S. Commodity Futures Trading Commission (CFTC) has released its draft plan to regulate crypto exchanges. This is an early document designed to solicit public comment before formally developing rules, and will provide a 60-day comment period once submitted to the Federal Register.
The plan outlines the core elements that Congress had previously failed to pass: establishing a federal-level crypto exchange licensing system and deciding which institutions need to apply for licenses based on leveraged trading needs.
Selig said the rules were designed to prevent fraud like the FTX incident, rather than prosecute after the fact, and he also released a promotional video to clarify this point. It is worth noting that the notice also cleared the agency's own past history, saying that cases against Kraken, Ooki DAO and Uniswap during the Biden administration were "regulation by enforcement" and denied it.

The boom in the industry is likely to drive asset prices up (at least for some assets, but certainly not all assets). More importantly, crypto assets will once again become a mainstream asset class that the public can invest in...
