签署谅解备忘录，明确稳定币试点要求
Tether发布的公告显示，三方签署了涵盖稳定币开发及现实世界资产代币化的谅解备忘录。合作各方将考察国际稳定币模型及其在哈萨克斯坦金融系统中的潜在应用。拟议中的稳定币将与哈萨克斯坦坚戈挂钩，从而为基于区块链的国家货币支付创造新的应用场景。

此次伙伴关系是哈萨克斯坦更广泛的数字资产发展计划的一部分，该计划涵盖加密货币挖矿、支付及国际结算等领域。今年9月，当局批准了一项包含65项措施的 development plan（发展计划），覆盖国家数字经济的多个领域。
Officials also outlined a $60 million tokenization pilot program involving projects related to the city of Alatau. The move makes the city part of Kazakhstan's broader efforts to develop blockchain-based financial infrastructure. In addition to tokenization, Kazakhstan has also explored opportunities to integrate cryptocurrency mining with existing energy infrastructure and related industrial operations. In 2025, the country was among the major Bitcoin mining markets, reflecting its deep roots in cryptocurrency production.
At the same time, Kazakhstan's national strategic crypto reserves have reached US$700 million, adding another important component to national digital asset activities. The central bank's cooperation with Tether introduces an independent initiative focusing on stablecoin research and asset tokenization.
Conclusion
The agreements reached between Kazakhstan and the authorities of Tether and Aratau City establish cooperation in potential tenge support for stablecoins and tokenized assets. According to the memorandum of understanding, all parties will conduct in-depth reviews of technical needs, operational guarantee measures and potential pilot projects.
