Core Points
S&P Global Ratings has launched a framework to assess the risk of on-chain lending vaults. The framework examines credit, liquidity, curator, blockchain, protocols, security and governance risks. The evaluation results are not credit ratings, nor do they make a judgment on the attractiveness of treasury yields. As of now, Standard & Poor's has not released a risk assessment report for a single treasury.
Treasury converts deposits into managed positions
Lending Treasury collects deposits and deploys funds under established strategies. If someone deposits $1,000 in USDC, they will receive tokens representing their share in the pool. This capital may be lent out through selected markets, allocated by smart contract rules, or managed by individuals or teams known as "curators."
Share tokens are a claim on treasury assets and earnings, rather than a promise of fixed returns. Its value depends on the borrower's repayments, whether the pool maintains sufficient liquidity to accommodate withdrawals, and whether the strategy continues to operate within the limits expected by depositors when they enter. As the market grows, these issues become increasingly important. Standard & Poor's estimates that deposits in lending vaults will grow from approximately $1.5 billion in September 2024 to $10 billion two years later. A higher demonstrated yield may attract attention, but it does not by itself fully explain the risk involved in generating that yield.
On-chain activities cannot reveal all sources of risk
Blockchain data can reveal where treasury funds are deployed at a specific moment. Investors may be able to see the assets they hold, the lending markets they use, or the collateral supporting positions. This information is useful, but it is just a snapshot rather than a complete explanation of how a strategy behaves under pressure.
Transaction history cannot determine whether the borrower will repay. It cannot show whether large withdrawal requests leave too little liquidity available, or whether curators will move capital to new markets after depositors join. Smart contracts, oracles, bridges, and blockchain failures add another layer of risk that the balance itself cannot measure. The analytical method released by S & P aims to address these less visible parts of investment risk. Its Treasury Risk Assessment (VRA) is designed to align with on-chain data, rather than replace it.
What the S & P review aims to examine
S & P describes VRA as a forward-looking, relative opinion on the risk of damage to depositors 'positions. In short, it considers what might cause a position to depreciate, make it difficult to exit, or take on more risks than depositors initially understood. The framework goes beyond the treasury's current positions and evaluates the quality of lending exposure, the availability of liquidity, curator decisions, and the technical systems needed to keep the strategy running.
As a result, two vaults may show similar USDC yields, but expose depositors to very different conditions. One may diversify lending in a liquid market with clear withdrawal terms, while the other may rely on concentrated borrowers, freer managers, or technical links that add more trouble points.
Curators can change treasury exposure after making a deposit
Some strategies follow predetermined smart contract rules. Others give curators discretion to choose lending markets, rebalance configurations, or revise risk parameters. This flexibility is useful when markets become unsafe, but it also means that the treasury's risk profile may change after depositors enter.
The next key questions are practical: who has the authority to make these decisions, what restrictions apply, how quickly the changes will take effect, and whether curators 'incentives are consistent with depositors. A treasury may hold high-quality collateral today, but it may still become riskier in the future if strategies can be changed with broad or ill-defined authority.
What Treasury Risk Assessment Will Not Tell Investors
