Within limits: How Stellar empowers unbanked people
Yes, within certain limits, Stellar does do this. It allows people with smartphones to receive, hold and send digital dollars without a bank account, and can exchange them for cash at partners such as MoneyGram. Aid agencies and employers already use the service in this way.
However, for those without mobile phones, ID or nearby cash proxy points, Stellar cannot reach them. In addition, it currently serves only a small proportion of unopened adults around the world.
How big is the scale of the unopened account problem?
The Global Findex 2025 report released by the World Bank pointed out that 1.3 billion adults around the world do not have financial accounts. About 900 million of them own mobile phones, and more than half of these phones are smartphones. This is where Stellar can make a difference: its tools require mobile phones, not bank outlets.
How does Stellar operate without a bank?
Stellar is a payment blockchain supported by the nonprofit organization Stellar Development Foundation (SDF). For unopened users, the following four components are crucial:
Basic building blocks
- stablecoins: Users mainly hold digital dollars, not XLM. The main stablecoins include USDC and MGUSD launched by MoneyGram on Stellar on June 2, 2026.
- Wallet: Mobile apps such as Vesseo, Decaf or MoneyGram apps are used to deposit funds.
- Gold withdrawal and withdrawal channel: A company that exchanges cash with digital dollars. MoneyGram's services cover more than 170 countries.
- Stellar Distribution Platform (SDP): A bulk payment tool that allows organizations to send funds to multiple recipients and track them over the chain.
Real-world use cases
- Humanitarian aid: The United Nations Refugee Agency (UNHCR) piloted the Stellar Aid Assist project to send USDC to recipients via the Vesseo wallet on their smartphones. The pilot project began in Ukraine.
- Wage payments: SDF describes the case of Luis, a Mexican worker, who received his salary in the form of USDC through SDP and remitted it to his family in Venezuela after MoneyGram cashed it.
- Money Transfer: MoneyGram's app provides real-time stable stablecoin balances in Colombia and El Salvador. On April 22, 2026, MoneyGram and SDF extended their multi-year partnership.
Limitations
Stellar eliminates reliance on banks, but not all obstacles:
- Device and network requirements: Must have a smartphone and network access. According to the World Bank, approximately 400 million adults without an account do not have a mobile phone.
- Agent dependency and compliance: Cash deposits and withdrawals rely on proxy points, and MoneyGram performs authentication (i.e."Know Your Customer", KYC). The SDF itself acknowledges that the coverage of its offline channels only reaches a small number of people who have not opened accounts.
- Geographical Restrictions: MGUSD was first launched in the United States, and the global promotion plan is still in progress.
- The root cause is unsolved: Findex data shows that lack of funds is the most common reason why people say they don't have an account, and no payment network can solve this problem.
Recent changes
Recent releases fall into two main categories: one for end users and the other for developers and organizations.
- MGUSD: MoneyGram's stablecoin is issued by Bridge, a subsidiary of Stripe. Customers can hold the asset in a self-managed wallet within the MoneyGram app.
- Protocol 28 ("Adapter"): will be available on the main network from September 16, 2026. It allows developers to migrate a set of Soroban smart contracts to new code in one go and makes contract data easier to migrate.
- Chainlink integration: SDF announced its participation in the Chainlink Scale project on October 31, 2025. Chainlink's update log now lists that Data Streams and Data Feeds are available on Stellar. There are currently no sources confirming that CCIP, its cross-chain transmission standard, has been launched on Stellar.
- Tokenized physical assets: As of early October, the value of tokenized physical assets on Stellar reached $3.47 billion.
Conclusion
Stellar has enabled people without bank accounts to receive wages, assistance and remittances in digital dollars and convert them into cash through MoneyGram. It is suitable for people who have smartphones, pass identity checks, and live near a cash agency. But it does not solve the problem of lack of mobile phones or low income.
