  • 海外金融账户报告要求;

Investors who expect to receive taxable crypto income in 2027 will file their first tax return in May 2028.

Political game: petitions and legislative proposals

Despite the government's preparations, opposition remains strong. In September, a petition seeking an extension for another two years exceeded the 50,000-signature parliamentary review threshold, but that did not automatically suspend taxes or change existing laws. Another petition seeking to repeal the tax also reached the signature threshold in May.

At the legislative level, Common Democratic Party MP Zheng Song-kuo proposed extending the implementation date to January 1, 2030, while other opposition proposals attempt to completely remove the cryptocurrency income tax provisions from the Income Tax Law.

Han Dongxun quoted these petitions in his post and said he would continue to intervene in the political process to prevent the implementation of the tax after successfully pushing for an extension in 2024. "I will stand up like I did in 2024 and stop it again." he said.

At the same time, Finance Minister candidate Lee Jiong-yi said at a congressional hearing on September 15 that given that 85% of crypto investors hold assets of less than 5 million won, plus a deduction of 2.5 million won and cost rules, the tax impact of most investors is limited, and the government plans to promote taxation as scheduled next year.
