The final destination of Bitcoin has attracted market attention because Coinbase Prime mainly provides custody and trading services to institutional customers. However, the transfer itself does not prove that any BTC was sold. The U.S. Marshals Service chose Coinbase Prime in 2024 to manage large digital assets held through federal forfeiture procedures. Therefore, such transfers may reflect a process of custody, integration or preparation for authorized disposal. As of October 7, no federal agency has announced a sale related to the 833.6 BTC mobile units.
Similar government-related transfers occurred in July before, but no liquidation was confirmed. The Justice Department has said authorities have recovered approximately 95,000 BTC from the Bitfinex theft case. At the same time, the Potapenko-Turõgin case provides additional administrative background information, although no direct link has been established. Prosecutors said HashFlare generated sales of more than $577 million, and the defendants agreed to give up assets worth more than $400 million.
In an update dated September 24, authorities said the victim refund process depends on the liquidation of confiscated assets. However, the agency did not link Wednesday's bitcoin transfer to the process, so the purpose of the most recent asset move has not yet been confirmed.
Reserve policy distinguishes the different treatment methods of Bitcoin and BNB
An executive order signed by President Donald Trump in March 2025 established a "strategic bitcoin reserve" and a separate "U.S. digital asset inventory" for non-bitcoin assets. According to Executive Order No. 14233, bitcoins that are ultimately confiscated and placed in reserves cannot be sold. Exceptions include court orders, compensation, enforcement needs and statutory duties. Still, BNB falls under a separate inventory framework, with the Finance Minister having broader custodial powers in this regard.
This distinction is critical because the latest assets involved originated from law enforcement cases, not government purchases. According to EmberCN estimates, after this transfer, the U.S. government connected address still holds approximately US$28 billion in crypto assets. These include approximately 324,000 BTC pieces worth approximately US$27.7 billion. However, the tracked wallet balance does not necessarily equal the official "strategic bitcoin reserve." Some assets may still be under confiscation proceedings, claims or restrictions.
Currently, blockchain data can only confirm that funds have been transferred to Coinbase Prime and external addresses. To establish that liquidation occurred, further wallet activity, court documents or official disposal notices are needed as evidence.
