XRP The U.S. Senate vetoed the Clarity Act, and XRP plunged nearly 10% to US$1.30.
In Asian trading on Wednesday, XRP prices fell sharply by nearly 10% to US$1.30, becoming the largest decline among major digital assets. The drop came after the U.S. Senate narrowly rejected the Clarity Act, which was designed to provide clearer regulatory guidance for the cryptocurrency market.
The Clarity Act was defeated in Senate vote
The procedural vote on the Clarity Act was 49 votes in favor and 50 votes against, 11 votes short of the 60 votes needed to bring the bill to the full house for debate. The more than 600-page legislation was blocked by controversial ethics provisions that would limit the financial interests of senior government officials in holding cryptocurrencies while in office.
Several Republicans joined a majority of Democrats in opposing the measure. Among them, Senator Elissa Slotkin, D-Michigan, voted against, criticizing the ethics clause as not being adequate. Slotkin raised concerns about possible conflicts of interest between President Trump, his family and senior cabinet members with cryptocurrency positions. She also questioned whether the Commodity Futures Trading Commission (CFTC) had enough staff to implement the new rules and pointed to shortcomings in anti-money laundering and counter-terrorism financing measures.

Market intelligence platform Sanitation noted that prior to the major price change, activity in giant whale wallets holding more than 1 million XRPs increased. Sanitation reported that 85 such wallets appeared two days before XRP surged 67% in August, indicating that major holders typically lay out ahead of major market changes.

Regulatory prospects and market volatility
With the failure of the Clarification Act, attention in the U.S. crypto regulatory community has turned to the Securities and Exchange Commission (SEC)'s pending Reg Crypto framework and upcoming rules on tokenized securities, which are seen as the expected next step in gaining clarity. The next opportunity for major legislative action will not appear until the new Congress opens in January 2027.
