The road to this vote has not been smooth sailing. On the eve of the September vote, the bill came under criticism for extensions, with some industry advocates arguing that the Senate's pace was too slow given the competitive nature of the global crypto regulatory environment.
What follows after Senate procedural vote
If the Senate votes to advance the CLARITY Act, the next steps will include full debate, possible amendments, and a final vote on passage. Once the bill passes the full Senate, it needs to be coordinated with the House version and then sent to the president for signature.
The bill entered the Senate agenda after clearing committee obstacles, which in itself is a major milestone. But passing a committee review is a different test than passing a full house vote. The 60-vote threshold for closing debate means that at least some bipartisan support is needed.
If the advance vote fails, it does not mean that the bill will be permanently rejected. Backers can renegotiate the terms, seek new co-sponsors, or reintroduce it in a future legislative session. However, a failed closing debate vote would constitute a setback to the timetable many industry players expect.
Readers wishing to follow the results should pay attention to the official voting records on congress.gov, which publishes the bill's current status, text and any amendments in full. The results of the vote will determine whether crypto regulation at the federal level will be closer to reality in 2026, or will return to square one for re-planning.
