There is no public timetable for the Justice Department's review. A formal determination of breach requires the Ministry of Justice's investigation results based on surveillance reports and Binance internal documents. No prosecution decisions, fine adjustments or settlement agreement modifications have been disclosed.
Binance's response to this review and any public filings related to the Iran sanctions investigation will be a significant development that affects the exchange's compliance status. In addition, Binance also faces scrutiny for illegal financial flows routed through its platform, including transfers of funds from stolen wallets to Binance addresses after Ledger resellers were breached.
For Bitcoin, the continued regulatory pressure on the dominant spot exchange has a structural impact. Failure to comply with major centralized venues has historically strengthened the proposition of self-custodial and unmanaged settlement infrastructure, which is what Bitcoin is designed to have at the protocol level.
