Financial Stability Board: Artificial intelligence and stablecoins bring new financial risks
The Financial Stability Board (FSB), a global financial regulator, recently released a report on financial stability risks caused by artificial intelligence (AI), and the latest assessment report on regulatory concerns surrounding stablecoins.
In a letter released on Monday, FSB Chairman Andrew Bailey warned that the current cross-border stablecoin regulatory and crisis management mechanisms were "not yet mature or established." According to its 2025 review report, only 11 of the 28 jurisdictions surveyed have finalized their regulatory frameworks for stablecoins.
Bailey also urged G20 member states to support the FSB's just-finalized Practice Guide for the Responsible Adoption of Artificial Intelligence in the Financial Industry. "Therefore, we need to continue to pay attention to the development of artificial intelligence, while financial institutions also need to manage it prudently," he wrote in the letter.
The letter was submitted to G20 finance ministers and central bank governors ahead of Thursday's meeting. The G20 brings together the world's major economies to coordinate financial policy and regulatory priorities.
Stability coin risks spill over to traditional financial markets
The report released with the letter pointed out that a run on stability coins may affect traditional financial markets through forced selling of reserve assets and withdrawal of bank deposits. In addition, the FSB also pointed out the risks associated with multi-issuer stablecoins: when redemption demand is concentrated at an issuer, if its reserve assets are scattered in different jurisdictions, serious liquidity and management problems will arise.
These concerns echo previous warnings raised by regulators. In 2025, European Central Bank (ECB) President Christine Lagarde warned of similar redemption risks involving stablecoins issued within and outside the EU.
Artificial intelligence safeguards focus on cybersecurity and third-party risks
FSB's artificial intelligence practice guide covers organization-wide governance, artificial intelligence development and deployment, network security, and third-party service risks. Bailey also warned that advanced cyber threats empowered by artificial intelligence could weaken the resilience of critical financial institutions and market infrastructure.
Such risks have also attracted close attention from regulators. In July, ECB officials warned that advances in artificial intelligence technology could amplify market volatility and cybersecurity threats. Previously, in June this year, the FSB put forward 12 practical suggestions for the responsible adoption of artificial intelligence and finalized relevant guidelines before the upcoming G20 meeting.
