The main changes include: changing the starting point of the lock-up period for all bitcoin deposited in the reserve from "the date of each deposit" to "the date of promulgation of the bill", and uniformly implementing the 20-year lock-up period. The Treasury Secretary is required to submit a certificate of reserves every year; for assets acquired through forking or airdrops, the lock-up period is shortened from the five years stipulated in the original bill to one year.

Previously, Treasury Secretary Scott Bessant had urged faster progress on the bill. Steele's draft still prohibits the sale of bitcoin for a 20-year period, stipulates that if subsequent sales are needed in the interests of the United States, they must go through a rule-making process, and disclosures are intended to limit market volatility. Revenue from inventory sales will be used first for management costs, and the rest will be used to reduce national debt.

The U.S. Reserves Modernization Act of 2026 still requires a full vote of the House, approval by the Senate, and signature by the President before it becomes law. Today's revised vote will be a key test of whether Democrats support the country's strategic bitcoin reserve.
